Announcement: Health Care and Promotion Fund Call for Application

The Health Care and Promotion Fund (HCPF) now invites funding applications for Non-Research Health Promotion Projects and Seed Funding Scheme. The HCPF provides funding support to projects that help people adopt healthier lifestyles by enhancing awareness, changing adverse health behaviours or creating a conducive environment that supports good health practices. Application is open to non-profit-making organisations from all sectors, not limited to health care organisations.
Generally, a higher priority for funding will be given to applications targeting underprivileged groups vulnerable to ill-health and health promotion programmes carried out in primary care settings . To maximise the effects of health promotion interventions, multidisciplinary approaches, cross-sectorial collaborations and community engagement are prerequisites for success. These factors all contribute towards a supportive and sustainable environment that empowers individuals to take ownership and self-responsibility for their health.
In the current application round, a higher funding priority will be accorded to the following thematic areas:
- tobacco control,
- lifestyle, nutrition and physical activity,
- mental well-being,
- injury prevention,
- reducing alcohol-related problems,
- promoting family doctor model of care,
- empowering the community in the management of chronic diseases and strengthening preventive care in children and older adults,
- cancer prevention,
- breastfeeding, and
- healthy use of Internet and electronic screen products.
Non-Research Health Promotion Projects
Funding for an approved project will normally not exceed $300,000. Upon completion of an approved project, an applicant who wishes to propagate an effective programme to reach a wider target group may apply for extension of funding. The total sum awarded to the original project and any subsequent extension will generally not exceed $500,000.
Seed Funding Scheme
The Seed Funding Scheme aims to facilitate the mobilisation of local resources to promote health in the community and encourage partnership between public, private and non-governmental organisations. It offers non-recurrent funding opportunities to support development of innovative, effective and sustainable programmes in the community, in particular those that include evaluation using scientific methods and that are able to generate evidence of their effectiveness. Funding for an approved project will generally not exceed $500,000.
Applications are reviewed by independent experts, namely the Promotion Sub-committee. Assessment criteria include impact and sustainability of the programme, potential in building community capacity in health promotion, relevance to thematic priorities, feasibility of the proposal, justification of requested budget, evaluation plan of effectiveness and track record of the administering institution and applicants.
